     After an SMTP connection  attempt  times  out,  qqqqmmmmaaaaiiiillll----rrrreeeemmmmooootttteeee
     records  the relevant IP address.  If the same address fails
     again (after at least two minutes with no  intervening  suc-
     cessful  connections),  qqqqmmmmaaaaiiiillll----rrrreeeemmmmooootttteeee  assumes  that  further
     attempts will fail for at least another hour.

     qqqqmmmmaaaaiiiillll----ttttccccppppttttoooo prints qqqqmmmmaaaaiiiillll----rrrreeeemmmmooootttteeee's current list of timeouts.

     qqqqmmmmaaaaiiiillll----ttttccccppppttttoooo must be run either  as  rrrrooooooootttt  or  with  user  id
     qqqqmmmmaaaaiiiillllrrrr and group id qqqqmmmmaaaaiiiillll.
